The Collapse of the 28-Clause Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are issued from different nations. Significant resources is devoted on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from across the border, a capacity afforded by timely intelligence. From vantage locations, defense planes that had been scrambled to intercept incoming cruise missiles flew past – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely delivered by Western nations. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: maybe the incoming missile won't strike its target this time, sparing the city from ruin and further power outages.

Ongoing Risks

Following this, a automatic firearm opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely imported technology. Regrettably, the bullets missed the hostile drone – it continued its flight toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, damage and infrastructure problems in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on international aid – a dependence that regional partners are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, no doubt, continue.

Tactical Assessments

It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership operates on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is impossible to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, US leadership does little to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its benefit in the near future.

Opposing Positions

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until situations evolve in its favour.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: political desires to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their priority does not switch to domestic problems. And although their mission will now be much harder after current events, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.

While new proposals based on old ideas are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
